دراسة مقارنة لمشروعات تطوير التعليم العالي في مصر وروسيا

هدف هذا البحث الي التعرف على برنامج التطوير المستمر والتأهيل للاعتماد في مصر وأهدافه ومخرجاته، والتعرف علي ابرز ملامح برنامج تطوير التعليم العالي فى روسيا، کما هدف الي التعرف علي اوجه الشبه والاختلاف بين برنامج التطوير المستمر والتأهيل للاعتماد في مصر وبرنامج تطوير التعليم العالي فى روسيا بالاضافة الي التوصل الى مجموعة من المقترحات لتطوير التعليم العالي في مصر، واعتمد البحث على المنهج المقارن، والذي يمکن من خلاله تحليل خبرات دولتي المقارنة تحليلاً مقارنًا وتوصل البحث الي مجموعة من النتائج هي ان التخطيط باستخدام العديد من الاستراتيجيات يضمن النجاح الفعال لأي برنامج تطوير کما ان اتباع مبدأ الدمج في عمليات التطوير يحقق النتائج الإيجابية کذلک يمکن النظر الي الخبرات المجاورة او المتقدمة في عمليات التطوير: حيث عملت روسيا علي انشاء جامعات عالمية المستوي کما فعلت الصين وهي احدي الدول الشريکة معها في مجموعة البريکس، کما توصل البحث الي ضرورة الترکيز علي جامعات ومؤسسات بعينها حتي يتم لمس اثار التطوير وترکيز النفقات في جوانب محددة تضمن لها النجاح وتحقق نتائج جيدة
 The purpose of this research is to identify the program of continuous improvement and qualification for accreditation in Egypt and its objectives and outputs, and also to identify the most prominent features of the program of development of higher education in Russia, as well as to identify the similarities and differences between the program of continuous improvement and qualification for accreditation in Egypt and the program of development of higher education in Russia To reach a set of proposals for the development of higher education in Egypt, The research is based on a comparative approach, in which the comparative countries' experiences can be analyzed in a comparative way. The research introduces a set of results as following:  Planning using several strategies ensures the effective success of any development program, also the principle of integration in development processes achieves positive results, and moreover Russia has worked to establish world-class universities, as China, one of its partner countries, has done in the Brix Group. The research also found that universities and institutions need to be focused on Expenditures in specific fields ensure their success and achieve good results
