الليبرالية الجديدة وانعكاسات مؤشراتها على التعليم الجامعي في مصر Neo-liberalism and its Indicators’ Reflections on the University Education in Egypt

شهد العالم في السنوات الأخيرة من القرن الحالي تغيرات متسارعة على كافة المسارات السياسية والاقتصادية والاجتماعية والثقافية ، وصاحب التوجه نحو الفكر الليبرالي الجديد مظاهر سلبية عديدة حيث تفكك منظومة العلاقات الاجتماعية والاقتصادية والسياسية ، بسبب ما فرضته آليات السوق الرأسمالية التي كادت أن تتحكم في مجمل العلاقات الدولية ، وخصوصاً المجتمعات التي احتضنت آليات هذا السوق ، ولم يكن التعليم الجامعي بمنأى عن هذه التغيرات حيث هناك هيمنة للتوجه الليبرالي مما أدى إلى وجود إشكالية تسمى بالتعليم الرأسمالي مما أثر ذلك على التعليم بشكل سلبي وأفقد الجامعة مهمتها ووظيفتها الاجتماعية.  وهدف البحث الحالي إلى  توضيح  مفهوم التوجه الليبرالي وانعكاسات مؤشراته على التعليم الجامعي في مصر لذلك أعتمد البحث في منهجيته على المنهج الوصفي الذي يعتمد على تحليل الدراسات والأدبيات ذات الصلة بموضوعات البحث ، وتوصل البحث إلى بعض النتائج أهمها: أن نظام التعليم الجامعي الحالي لم يستطع أن يكون دعامة ناجحة للتنمية الفردية والمجتمعية ، ووسيلة لتكافؤ الفرص وتحقيق الديمقراطية التربوية، والتوزيع العادل للحق التعليمي ، كما أن اتجاه التعليم إلى سياسة الخصخصة وإلغاء الدعم الحكومي  يؤدي إلى الإلغاء الفعلي لحق التعليم ونقض مبدأ المساواة وتكريس الطبقية التعليمية ، والإخلال بمفهوم تكافؤ الفرص ، ولذلك قدم البحث الحالي بعض الآليات المقترحة التي تهدف إلى الحد من التوجه الليبرالي داخل مؤسسات التعليم الجامعي.
In the last years of this century, the world witnessed rapid changes to all political, economic, social and cultural tracks. There were a lot of adverse manifestations accompanying the trend towards neo-liberal thought, since the system of social, economic and political relations was disassociated, due to what was imposed by the capitalist market mechanisms that were about to control the entire international relations; especially the societies that have adopted the mechanisms of this market. The university education has been affected by these changes, as there is a dominance of the liberal trend, which led to the issue called capitalist education, which has adversely affected education and made the university lose its task and social function. This research aims at clarifying the concept of liberal trend and reflections of its indicators on university education in Egypt. Therefore, the methodology of the research relied on the descriptive approach that depends on the analysis of studies and literature related to the subjects of the research. The research reached some conclusions; the most important of which are that the current university education system failed to be a successful support for individual and community-based development and a means for equal opportunities, achievement of educational democracy, and equitable distribution of the right of education. Education’s adoption of the policy of privatization and revocation of government support leads to the actual revocation of the right of education, violation of the principle of equality, allocation of educational class, and violation of the concept of equal opportunities. Accordingly, this research suggests presenting some of the proposed mechanisms that aim at limiting the liberal trend within the higher education institutions
