آليات مقترحة لتفعيل المواطنة الرقمية بالتعليم قبل الجامعى في مصر في ضوء خبرة كل من ولاية واشنطن وويلز

       تهدف الدراسة إلى تفعيل المواطنة الرقمية بالتعليم قبل الجامعى في مصر في ضوء خبرة كل من ولاية واشنطن وويلز، ولتحقيق هذا الهدف استخدمت الدراسة المنهج المقارن، وفى ضوء هذا المنهج سارت الدراسة وفقًا للخطوات الآتية : عرض وتحليل مفهوم المواطنة الرقمية كما ورد فى الأدبيات التربوية المعاصرة، وعرض لأبرز ملامح خبرة كل من ولاية واشنطن وويلز فى مجال المواطنة الرقمية، والتحليل المقارن لتوضيح أوجه التشابه والاختلاف بين ولاية واشنطن وويلز فى مجال المواطنة الرقمية وتفسيرها فى ضوء مفاهيم العلوم الاجتماعية ، ثم توضيح الجهود المصرية لتفعيل المواطنة الرقمية بالتعليم قبل الجامعى، والتوصل إلى آليات مقترحة لتفعيل المواطنة الرقمية بالتعليم قبل الجامعى في مصر في ضوء خبرة كل من ولاية واشنطن وويلز، وتوصلت الدراسة إلى العديد من النتائج منها: قيام كل من ولاية واشنطن وويلز بالعديد من الجهود والإنجازات منها: الاعتماد على بعض المؤسسات لدعم المواطنة الرقمية، وإصدار بعض القوانين ، وتبنى تطبيق بعض الأدلة الإرشادية ذات الصلة بالمواطنة الرقمية، كما تمكنت كل من ولاية واشنطن وويلز من تنفيذ العديد من الأنشطة في إطار توظيف المنظومة التعليمية لتفعيل المواطنة الرقمية؛ لإعداد المواطن الرقمي القادر على التعامل الآمن والإيجابي مع التقنيات التكنولوجية.
        The study aims to activate the digital citizenship in pre-university education in Egypt in light of the experiences of state of Washington and Wales,To achieve this goal ,the study used the comparative method .In light of this method the study proceeded according to the following steps: showing and analysing the concept of the digital citizenship as mentioned in the contemporary educational literature, showing the most prominent features in the experiences of both states in  the field of digital citizenship, and doing a comparative analysis to clarify the similarities and differences between the state of Washington and Wales in the field of digital citizenship and its interpretation in light of the concepts of social sciences.Then explaining the Egyptian efforts to activate the digital citizenship in pre-university education, and stands on suggested mechanisms to activate the digital citizenship in pre-university education in Egypt in light of the experiences of state of Washington and Wales. The study has reached many results like: the states of Washington and Wales did many efforts and achievements, including: reliance on some institutions to support the digital citizenship, issued some laws, and adoption the application of some guidelines related to the digital citizenship,  in addition to that, the state of Washington and Wales were also able to implement many activities in the framework of employing the educational system to activate digital citizenship in order to prepare the digital citizen who is able to deal with technology safely and positively.
