رؤية مقترحة لتفعيل التوأمة کأحد صيغ تدويل التعليم الجامعي المصري: دراسة تحليلية A proposed vision to activate twinning as one of the internationalization of Egyptian university education: an analytical study

يعد التوجه نحو الأخذ بمدخل توأمة الجامعات ؛ کأحد صيغ تدويل التعليم العالي أمرًا ملزمًا في ضوء التحديات العالمية , والتوجهات الحکومية , من منطلق أن التعاون , والتواصل مع المؤسسات التعليمية العلمية الرائدة صار ضرورة من أجل التنمية , ولتعزيز روابط الثقة , والسلام فى المجتمع الدولي .
إلا أنه نسبت العديد من نقاط الضعف إلى مدخل التوأمة ؛ کتلک المتعلقة بالاعتماد , والتبعية , وصراع العلاقات بين الأطراف , والغزو الثقافى , والکلفة , ومخاطر اختيار شرکاء غير مناسبين , وطغيان المصالح التجارية على النواحى الأکاديمية , وغياب تکافؤ الفرص ,... وغيرها , فضلًا عن أنه لايزال هناک العديد من المعوقات التي تحول وتحقيق الفائدة المرجوة ؛ مما يجعل هذه الصيغة ذات فعالية محدودة .
ومن ثم تأتي هذه الدراسة ؛ کمحاولة للبحث في مدخل التوأمة کأحد صيغ تدويل التعليم العالي ؛ من حيث تعرف المدخل , وطبيعته , وشروط نجاحه , وما يفرضه من متطلبات , وما يجابه من تحديات , وما يتمخض عنه من انعکاسات ؛ بغية تحقيق أفضل النتائج , وانتهت الدراسة بصياغة رؤية مقترحة لتعزيز دور التوأمة فى الارتقاء بالتعليم الجامعي المصري . 
       The approach to the introduction of the twinning of universities as a form of internationalization of higher education is imperative in the light of global challenges and government trends, in the sense that cooperation and communication with leading scientific educational institutions is necessary for development, and to strengthen the bonds of trust and peace in the international community.
   However, many weaknesses have been attributed to twinning: accreditation, dependency, conflict between parties, cultural invasion, cost, risks of choosing inappropriate partners, overwhelming academic interests, lack of equalopportunities, etc. That there are still many constraints that turn, and achieve the desired benefit; making this formula of limited effectiveness.
    Then this study comes as an attempt to search the approach  of twinning as one of the forms of internationalization of higher education in terms of knowing the approach, its nature, the conditions of its success, the requirements imposed by it, the challenges it faces, and its consequences, in order to achieve the best results. To formulate a proposed vision to enhance the role of twinning in improving Egyptian university education
